Dear and esteemed Mr. mayors and city councils, following the election, just passed, which saw many candidates elected in three European level, provincial and local feel, with this message ... the moral duty to address you as shepherd of this portion of the territory entrusted to the Diocese of Fano -Fossombrone-Cagli-Pergola. 
my writing, with the elections over, it is purely and solely motivated by a spirit of service, the same hope, that the first steps of the new application that, for some it is the renewal of the mandate, for many others the first time by the Directors pubblici.Quattro the guidelines that I wish to offer as a moral and cultural framework, valid for my person and the service entrusted to me in your midst, all in favor of the Diocese:
1. None of us ignore the heavy impact of adverse international economic situation, which you can not understand yet exactly the extent, nor is it intended to minimize the efforts made by those in authority. It is clear that the cost of the rough time this fall in the prevailing measure on the most vulnerable population. And that is why I urge you all to have a real attention, especially the resumption of autumn, these bands put to the test. As CEI, and together as the Diocese was established "The Guarantee Fund for families in difficulty" as a further and choral seed of hope.
2. A wide representation of youth, was elected in both the municipal and provincial. This figure can not please me, knowing, and knowing that the youth is not only a harbinger of new, but the capacity to begin to change the social processes associated with a mentality to the contemporary world. At the same time, however, I wonder and ask what kind of training these young directors present and future will have, how, when, with whom and what tutors and educators outside the political arena, they can meet and discuss. In time to come will be my desire and interest, multiply opportunities for interaction and exchange with and among you, having a passion in the heart for the truth. The man can not be separated from God, nor politics from morality is the light that illuminates our consciences.
3. Third guideline, finally, highlighted with mutual communication on the territory to the closeness to our people. My closest associates are the priests in the vast territory diocesan them to you, are always a source of exchange, knowledge, mutual solidarity which is to serve the people. Mutual respect of roles and responsibilities, the ecclesial community and civil community in this area is the visible sign of action and fruitful for the common good of every individual without any difference.
4. Be the mayors and administrators of all, without distinction, not just those who voted. You are at the service of citizenship, as a pastor is that for the whole community and not only for those who attend the parish life.
With these sentiments I commend you to St. Thomas More, Pope John Paul II wished to proclaim your patron, because his testimony will be an incentive and encouragement. May your work every day to be at the service of justice, peace and freedom. With these hopes, and their validation, I invoke upon all the blessings of the Almighty.
